È, aquele documento que pretente oficializar o inicio de um projeto, tendo como funçao principal a nomeação do Gerente do Projeto. Tava pesquisando sobre e guardei alguns links interessantes´zinhos...

Vasculhei aqui no guia do MPSBR para ver se havia alguma restriçao pra o p.charter nao conter os stakeholders, e nao encontrei nada. Pelo guia, aliás, nada é exigido em documento algum, pra falar a verdade. Ou ssja: Podemos fazer o rebuliço que quizermos, até mesmo excluir qualquer documento do processo, e passarmos a usar apenas as ferramentas. O que importa pro MPSBR é que as informações existam e estejam registradas(e atualizadas ao longo do projeto,se for o caso) em algum lugar.

Na verdade o PMBOOK e todos os artefatos nele descritos, são meros auxiliadores de como gerenciar o projeto, não é necessário preencher todos os documento, mesmo porque alguns deles você verá que não terá sentido.

Esses modelosde qualidade, por mais 'rígidos' ou inflexíveis que possam parecer, não sao! Numa analogia, é como se o mps.br pedisse que tenha 'pimenta','noz moscada' e 'sobremesa gelada' em uma refeição. Não importa em qual prato colocar estes igredientes(arroz, feijao, na salada,etc), e importa que sobremesa seja gelada. Mas eles requisitam que o processo atenda estas requisições..e cabe ao bom-senso do processo(e ás dicas dos consultores e das boas-praticas existentes) a decisão de por noz-moscada no 'macarrão' e não na sobremeza gelada. Mas nada impede de por uma pitada de pimenta também no sorvete de sobremesa, por exemplo.
